Watcher Kaira is a level 65 boss in Lower Reshanta — “Chaotic Lower Reshanta” on the in-game map. On Global servers Kaira spawns every 3 hours, starting at 01:00 server time, and leaves 30 minutes later.
The spot changes every time: one of 6, all with equal odds, so there's no way to know in advance. Check which of your faction's kibelisks shows up most often in the table and wait there — it's close to several spots at once.

Asmodians and Elyos each have their own kibelisks, hence two columns. A kibelisk unlocks once you fly to it; until then you're flying in from your faction's base at the Latesran Roots, which is the “from the Roots” distance.
Both factions fight over Kaira. Loot goes by contribution ranking, not the last hit, so stick around until the end. Guardian Lord Nahma
Nahma shows up twice a week, on Fridays and Sundays at 21:00 server time. Three Guardian Lords spawn at once, one at each spot below. At the same moment a level 80 Enraged Guardian Lord Nahma appears in Middle Reshanta — that's a separate fight.

Executors after the siege
The Artifact Siege starts at 21:00 server time on Mondays, Thursdays and Saturdays. Half an hour later, at 21:30, three Executors spawn across Lower Reshanta at once: Argo, Kaira and Tamasa, each at a fixed spot. All three are level 65, so go for whichever is closest to your kibelisk.

Argo has the same problem. Argo, the Spirit King stands on Siel's Right Wing on his own and has nothing to do with the siege; Executor Argo is his post-siege event version.
Abyss boss schedule
European servers run on Berlin time, and your browser fills in the “Your time” column for your own time zone. When Europe changes its clocks (last Sunday of March and October), the server-time hours stay the same. The other Global regions use the same hours on their own server clock: New York for NA East, Los Angeles for NA West, São Paulo for South America and Korea time for Asia.
